What is the Democratic Republic of the Congo FERI?

The FERI (fiche electronique de renseignement à l’importation) is a mandatory shipping document for all shipments imported into the destination country of Democratic Republic of the Congo. It allows customs to track cargo before it arrives, confirm what is being imported into the country, and obtain more valuable information about the shipment. This document is required to prevent delays at the destination port. The FERI can also be known as BESC, BSC, ECTN, BIETC and waiver certificate, you do not need to complete an application form for the FERI certificate.

All exporters, freight forwarders, and shippers importing goods into DR Congo are responsible for obtaining the CTN for the consignee’s cargo clearance.
If your shipment arrives in Democratic Republic of the Congo (Kinshasa, Matadi, Boma) without a valid DRC FERI (Electronic Cargo Tracking Note) and all necessary documents, it will not be cleared by customs. The cargo may be held at the port until FERI issuance is completed through OGEFREM, leading to significant clearance delays, demurrage and storage fees charged by the port, or possible fines or penalties from the customs authorities. In some cases, your cargo could even be refused entry or returned to the country of origin. If your shipment is discharging in Dar es Salaam or Mombasa, you will also need the Certificate of Destination (attestation de destination).

Shipments without a validated CTN may face penalties and delays at port. To avoid this, please apply at least 3-5 business days before the vessel’s estimated arrival date.

A FERI application (Waiver Document / Cargo Tracking Note) is tied to the specific Bill of Lading, vessel, freight cost, incoterm, customs declaration and cargo details for one shipment only.

If you’re shipping multiple containers under different Bills of Lading, you’ll need to apply for a separate FERI certificate for each. However, if multiple containers share one Bill of Lading and are part of a single shipment, only one FERI is required.
