How to Apply for the DR Congo Shipper Subscription Number

An OGEFREM shipper subscription number is now a mandatory requirement for all importers in the Democratic Republic of Congo (DRC). Starting October 1, 2025, OGEFREM will shortly begin to require this unique annual number to appear on every FERI and related cargo certificates. FERI Certificates will not be issued without it.

How to Apply for the Shipper Subscription Number

To obtain it, importers must without delay apply for a Shipper Subscription Card. The process is straightforward:

  1. Visit an OGEFREM Office
    • Importers will apply either in the DRC or at an OGEFREM representation office abroad.
      • 42, Avenue Kalemie – Comune de la Gombe B.P. 8038 – KINSHASA I – RDC
  2. Pay the Subscription Fee
    • The card is valid for one calendar year (January to December).
  3. Receive Your Shipper Subscription Number
    • OGEFREM ties this number to your subscription card and requires it on all certificate applications.

What the Shipper Subscription Number Is

OGEFREM assigns the shipper subscription number as a unique identifier to DRC-based importers and links it to an annual Shipper Subscription Card.

  • Each subscription runs from January 1 to December 31.
  • A new number must be obtained each year to remain compliant.

This number is also a mandatory field on OGEFREM’s electronic FERI certificate system.

Why It’s Needed

The regulation comes from Ministerial Decree N° 010/CAB/VPM/MIN/TC/2019, which modernizes earlier shipping regulations. OGEFREM’s goal is to streamline import processes and strengthen compliance across all cargo entering the DRC.

From October 1, 2025, OGEFREM will begin to enforce the shipper subscription number without exception.

When It Applies

  • Until September 30, 2025: The subscription field is optional to give importers and shippers time to adapt.
  • From October 1, 2025 onward: The subscription number becomes strictly mandatory. OGEFREM will reject applications for FERI or other certificates without this number.

Why This Matters to You

Moving forward, if you are a shipper working with DRC-based importers, you must request their subscription numbers before October 1, 2025. Failure to do so will then delay or block the issuance of FERI certificates, causing shipment delays and added costs.
