Every shipment to Madagascar requires a BSC Madagascar (Bordereau de Suivi des Cargaisons) certificate, a mandatory document issued through Gasynet Madagascar.
In this guide, we’ll walk you through exactly how to get your BSC Certificate for Madagascar, the required documents, timelines and how to avoid the most common mistakes.

What is the Madagascar BSC Certificate?
The BSC, also known as cargo tracking note is a mandatory shipping document required for all cargo entering Madagascar. The purpose of the BSC is to enable the country’s customs authorities to improve cargo security, transparency and trade compliance.
Step 1: Gather the Required Documents
Before applying, prepare the following documents in PDF format. The document requirements are quite strict, so there is a list of what should be included on each document.
- Bill of Lading – must be the final, dated MBL
- Commercial Invoice – must contain the following information:
- The name or business name, the exact address of the seller (exporter).
- The name or business name, the exact address and the Tax Identification Number (TIN) of the buyer (importer).
- The date of issue and the continuous chronological number.
- The description of the merchandise or product immediately allowing its identification for customs purposes, notably for tariff classification according to the Harmonized System (HS).
- The brand, the reference, the origin and the characteristics of the merchandise or product.
- The packaging (bulk, packages, barrels, bales,…).
- The detailed quantity (in bulk, in a package or bale,…), the unit price in legally recognized currency, the total price of the merchandise sold.
- The total amount of the invoice (in figures and in letters).
- The terms of sale (Incoterm).
- The method of payment.
- The signature of the seller (exporter).
- Packing List – must contain the following information:
- The total number of packages shipped
- The type of packaging, packing, or presentation for each package or package type (pallet, carton, bale, barrel, etc…)
- The number and/or the mark of each package
- The number of units or pieces as well as the precise designation of each item contained in each package
- The weight per package as well as the total weight of the shipment.
- Export Declaration – must match the details on the invoice and BL
Step 2: Shipping Parties Must Register on the Madagascar Site
Before you can complete your draft BSC Madagascar. Both the shipper and consignee must register on the Madagascar Site. Both parties will need the following information:

The shipper must select Importer/Exporter then fill in the following information:
- Company Name
- Address
- Country
- City
- Postal Code
- Telephone
Consignee’s Registration in BSC Madagascar Portal
The consignee must select MG Importer/Exporter then fill in the following information:
- Company Name
- NIF Number
- Without NIF Number you must choose from the following:
- Public Administration
- Embassy or Consulate
- Association or NGO
- Private individual with national identity card
- Private individual with passport
- Without NIF Number you must choose from the following:
- Address
- Country
- City
- Postal Code
- Telephone
Once the parties are registered you can now complete the draft BSC in the system. However, you will not be able to validate the BSC until the parties are approved by the Madagascar authorities which can take up to a week.
Step 3: Begin Your Madagascar BSC Draft
Now that your account is ready, you can login and begin the draft BSC. You will have to use your shipping documents to input the relevant information into the system.
- Select the Shipper from the list
- Select the Consignee from the list
- Proceed to Step 2 (Shipment) in the Madagascar System
- Choose the Cargo Type
- Choose the shipment Method
- Enter the Gross Weight
- Enter the Volume
- Enter the Vessel Name
- Attach the BL, Export Declaration and Packing List with the appropriate date and reference numbers
- Select the Loading and Discharge Ports
- Proceed to Step 3 (Goods) in the Madagascar System
- Add your Invoice and choose the Incoterm, Currency and only fill in the Invoice Value then press OK
- Add your Invoice Document with the appropriate date and reference numbers
- Add the Items from your commercial invoice
- If there are more than 10 Items on your commercial invoice, you must at least enter the 10 with the highest values
- Each Item must have the following information:
- HS Code
- Common Name
- Type (this is the Grade of the goods)
- Packing Type (Box, Crate, Pallet of X number of Units)
- Unit Value
- FOB Value – must match what is noted on the commercial invoice
- Press OK to continue
- Step 4 is disabled, so press the Save Button at the bottom of the screen and copy the Madagascar BSC Number from the top right
- Search the BSC number in the window on the left hand side of your screen and press Go
- You will see your newly created Madagascar BSC draft in the search results
- Click Print and you now have your draft BSC
Step 4: Submit your BSC for Validation
Once you check and confirm the details of your draft BSC, and the shipper and consignee’s accounts are validated by the authorities. You are ready to submit the draft for validation.
- Search the BSC number in the window on the left hand side of your screen and press Go
- You will see your newly created Madagascar BSC draft in the search results
- Click Edit and enter the record of the BSC
- Navigate to Step 5 (Summary/ Validation)
- At the bottom right there is a Submit for Validation button, press it and it will take you to the confirmation screen
Now that your Madagascar BSC is submitted for validation, the authorities will check the details and revert back to you typically within 48 hours. You will need to login to the system each morning to see if they have validated or rejected your BSC
Step 5: BSC Rejection
If the authorities do not approve of the BSC you submitted, you will receive feed back requesting updated documents, changes to the values inputted into the system, or the reformatting of the documents that were submitted.
You will need to make the corrections and resubmit the BSC for validation.
Step 6: BSC Validation
Once your BSC is approved by the authorities you will need to login to the system and download the final certificate the same way you downloaded the draft BSC.

This is the final document, you may forward this to the shipper or consignee and no further action is needed.
