What is Cameroon BESC?

The Cameroon BESC Certificate is an official electronic cargo tracking note required for all ocean freight shipments destined to Cameroon. This certificate confirms that all cargo is properly declared and verified before arrival. This helps prevent delays, inspections and fines.

If your shipment is on the water, please contact AfricaCTN to ensure your CTN is validated prior to the deadline.

This article will cover why it is required, what information is on it, who is responsible for getting it and when it must be obtained.

Why Cameroon Requires the BESC?

The BESC is used for:

  • Cargo Traceability
  • Customs Valuation
  • Improving Port Efficiency
  • National Trade Statistics

Cameroon authorities use the BESC to confirm shipment details before the vessel arrives, allowing for fast customs clearance when the shipment gets to port.

What Information is on the BESC?

A validated BESC will include details such as:

  • Shipper and consignee information
  • BL details
  • Container and seal numbers
  • Weight and volume of the shipment
  • Cargo description and goods value
  • Invoice information and freight value

There is more information noted on the BESC that is specific to your shipment. Each BL will require its own BESC.

Who is Responsible for Obtaining the BESC?

The BESC must be obtained at the loading port by the shipper or freight forwarder.

When is the BESC Needed?

The BESC must be validated at least 5 days prior to vessel arrival. This means that all necessary documents must be submitted to your CTN agent at least 3-5 days prior to the deadline to ensure all requirements are met and there is plenty of time for the port authorities to release the final validation.

Summary

The Cameroon BESC is a mandatory waiver required for all cargo with a final destination in Cameroon. It contains essential cargo details and transport information and must be validated prior to vessel arrival in port to avoid delays.
