ANGOLA

Angola declared that effective January 28, 1994 (Decree nr. 19/94) that all maritime cargo destined for Angola must have a Electronic Cargo Tracking Note (ECTN).  AfricaCTN is the Authorized Agent or ARCCLA– Agencia Reguladora de Certificação de Cargas e Logistica de Angola  for the issuance of this document.

Each Bill of Lading covering goods destined for Angola must also include a Electronic Cargo Tracking Note (ECTN) in order to complete formalities upon arrival at any port in Angola. Cargo arriving without an Electronic Cargo Tracking Note (ECTN) may be subject of fines and delays.

Electronic Cargo Tracking Note (ECTN) will not be issued at discharge port.

Procedure:

  • Submit the required documents by email or online submission.
  • You will be sent a draft and an invoice, typically within the same day.
  • Once your payment has been received and you approve the draft, validation will be sent.

Timeline:

  • The Electronic Cargo Tracking Note (ECTN) must be validated before the vessel arrives at the destination. No regularization at destination port.
  • Since the Electronic Cargo Tracking Note (ECTN) is validated by AfricaCTN, the process from submitting a request to final validation can be given on the same day as the payment is received.

– Bill of Lading
– Commercial Invoice
– Freight Invoice
– Packing List
– DU (Documento Unico #Import Licence)
* A valid DU must be provided (120 days from date of DU issuance)
* This document is compulsorily as of February 10, 2015

– NIF # – Importer’s Tax ID Number

Additional documents for used vehicles shipment:

– Copy of purchase invoice of the used vehicle
– Copy of title certificate showing the first registration date
– Copy of the last attestation of the technical control

RESTRICTIONS USED VEHICLES

With reference to ARCCLA circulars:

With the entry in force of the Presidential Decree Nr. 62/14 of 12/03/2014, with the Presidential Decree Nr. 161/18 of 05/07/2018 and Presidential Decree 155/20 of 01/07/2021 the following is defined:

It is forbidden to import in Angola the following used vehicles:

  • Used vehicles older than 5 years from the date of first registration;
  • Used heavy vehicles older than 5 years from the date of first registration, for the exclusive use of passenger transport;
  • Used heavy vehicles older than 8 years from the date of first registration;
  • Used motorcycles older than 3 years from the date of first registration;
  • Used spare parts from used vehicles;
  • Vehicles with right side drive;
  • Used engines;
  • Used tires;
  • Used batteries.

Exception is made for imports of the following used Vehicles:

  • Used vehicles of properties or used vehicles destinated to diplomats and to International organizations accredited in Angola;
  • Used vehicles for collection or exhibition;
  • Used vehicles over 30 years, imported for cultural purposes;
  • Used vehicles donated,  with no profit, to institutions duly  accredited in Angola or acquired by inheritance;
  • Used vehicles as property of an Angolan citizen resident abroad, in   case of return to Angola (diplomatic, student or employee into the public or private sector of an Angolan company abroad);
  • Special equipment for public works, maintenance, agricultural and forestry;

The exceptions must be accompanied by the relevant certificates.For anything that is not above mentioned, refer to DecreeNr. 155/20 of 01/07/2020.
