DRC Requires Feri

The Ministry of Hydrocarbons has announced that DRC requires the FERI. This applies to all Petroleum cargoes arriving in the DRC without the FERI may be subjected to delays and penalties. No FERIs will be issued at the Democratic Republic of Congo.

DRC FERI Required for ALL Cargo

The DRC has implemented increased enforcement of the required FERI for all cargo arriving at their ports. The FERI document must be obtained for all cargo and in-transit cargo. Failure to get the FERI will result in possible fines, delays or refusal to allow the cargo to land in the DRC. The DRC advised that the FERI should be obtained no later than ten days after the departure of the vessel. FERIs will not be issued at discharge or landing place and must be issued at loading.

DR Congo Requires Original BL

No FERI can be validated with a B/L copy or draft. We can only validate the FERI after receiving the Original B/L with the the ships departure date. The FERI number must also be printed in the body of the Original B/L.

AfricaCTN is Authorized to Issue CTNs for Chad

AfricaCTN will be authorized to issue CTN’s for all cargo going to the country of Chad. As per Decree No. 04/PR/PM/MTAC/2013 dated January 3rd, 2013, each shipment with the destination of the Republic of Chad needs to be covered by an ECTN. Every bill of lading and ship’s manifest must contain the corresponding ECTN number issued at the port of loading. Any Shipping Line not observing the regulations will pay fines of 100% the value on the ECTN.

Cameroon Late ECTN Penalties

The GM of the Cameroon National Shippers’ Council hereby reminds persons engaged in foreign trade that the ECTN is a document that allows shippers to anticipate customs clearance procedures. Consequently, late ECTN submission and regularization procedures are exceptional measures subject to special processing fees. Since the start of 2022, it has been noticed that this seems to be a more common option for shippers. Burundi Requires ECTN

Burundi requires ECTN effective on April 1, 2014 this is for all cargo in route to Burundi. No ECTN will be issued at destination.  ECTN numbers must be included in ships manifest before being accepted by the Burundi port and customs authorities. Cargo arriving in Burundi without the ECTN will be subject to fines ranging from USD 10,000.00 to USD 50,000.00.

Benin Requires CTN

Further to recent announcement from General Management of Customs Authorities stating that Benin requires a CTN. Please note that these changes go into effect Sept 1, 2019for all cargo going to Cotonou. This includes cargo in transit. It is the shipper’s responsibility to supply the Carrier with the CTN, which needs to be inserted in the body of the Original Bill of Lading and manifests.
