What is the Angola CNCA?

The ARCCLA (Agência Reguladora de Certificação de Carga e Logística de Angola) formerly known as CNCA (Conselho Nacional de Carregadores de Angola) is a mandatory document for all shipments imported into the destination country of Angola. It allows customs to track cargo before it arrives, confirm what is being imported into the country, and obtain more valuable information about the shipment. This document is required to prevent delays at the destination port.

All exporters, freight forwarders, and shippers importing goods into Angola are responsible for obtaining the CTN for the consignee’s cargo clearance.
If your shipment arrives in Angolan ports without a valid ARCCLA (Agência Reguladora de Certificação de Carga e Logística de Angola) formerly known as CNCA Document, it will not be cleared by customs as per the regulations set by the Angolan Government. The cargo may be held at the port until a valid loading certificate is issued, leading to significant clearance delays, demurrage and storage fees charged by the port, or possible fines or penalties from the customs authorities. In some cases, your cargo could even be refused entry or returned to the country of origin.

Shipments without a validated CTN may face penalties and delays at port. To avoid this, please apply at least 3-5 business days before the vessel’s estimated arrival date.

No. Each shipment must have its own unique Angola ARCCLA (Agência Reguladora de Certificação de Carga e Logística de Angola) formerly known as CNCA number obtained at the loading port and validated by the angola authorities.

An ARCCLA is tied to the specific Bill of Lading, vessel, necessary documents and cargo details for one shipment only.

If you’re shipping multiple containers under different Bills of Lading, you’ll need to apply for a separate ARCCLA certificate for each along with the application form. However, if multiple containers share one Bill of Lading and are part of a single shipment, only one ARCCLA / CNCA Loading Certificate is required.
