What is the Gabon BIETC?

The BIETC (Bordereau d’Identification Électronique de Traçabilité des Cargaisons) is a mandatory loading certificate for all shipments imported into the destination country of Gabon. It allows customs to track cargo before it arrives, confirm what is being imported into the country, and obtain more valuable information about the shipment. This document is required to prevent delays at the destination port.

All exporters, freight forwarders, and shippers importing goods into Gabon are responsible for obtaining the CTN for the consignee’s cargo clearance.
If your shipment arrives in Port Gentil or Libreville, Gabon without a valid BIETC document (Electronic Cargo Tracking Note), it will not be cleared by customs. The cargo may be held at the port until the issuance of a valid CTN / ECTN / BSC / BESC certificate is completed by the Conseil Gabonais des Chargeurs (CGC), leading to significant clearance delays, demurrage and storage fees charged by the port, or possible fines or penalties during importation from the Gabonese authorities. In some cases, your cargo could even be refused entry or returned to the country of origin. The shipping line reserve the right to fine the shipper for not obtaining the correct loading certificate on time.

Shipments without a validated CTN may face penalties and delays at port. To avoid this, please apply at least 3-5 business days before the vessel’s estimated arrival date.

No. Each shipment must have its own unique Gabon BIETC number (Cargo Tracking Note).

A BIETC is tied to the specific Bill of Lading, vessel, H.S. code, customs declaration and cargo details for one shipment only.

If you’re shipping multiple containers under different Bills of Lading, you’ll need to apply for a separate BIETC certificate for each. However, if multiple containers share one Bill of Lading and are part of a single shipment, only one BIETC waiver is required.
