Required Documents

Before applying for your Cameroon BESC document, you’ll need to prepare the following documents. These are required for customs clearance and CTN validation, ensuring your cargo complies with the import regulations through the entire shipping process.

Bill of Lading (BL)

Issued by your shipping carrier after booking your shipment.

Commercial Invoice

Provided by you (the exporter). It contains the cost of the goods being shipped.

Freight Invoice

Issued by your shipping carrier after booking your shipment. It contains the cost of the ocean freight (freight value), not required if noted on the commercial invoice.

When is a BESC Required

Direct Shipments

All cargo with a final destination in Cameroon also requires a validated ECTN BESC at least 5 days prior to vessel arrival. Shipments in transit to Central Africa do not require the Cameroon BESC.

What is the Cameroon BESC?

The BESC (bordereau électronique de suivi des cargaisons) is a mandatory document for all shipments imported into the destination country of Cameroon. It allows customs to track cargo before it arrives, confirm what is being imported into the country, and obtain more valuable information about the shipment. The ECTN certificate also known as BESC, FERI, CNCA, ENS, BSC, BIETC, waiver or CTN certificate is required to prevent delays for the importer at the destination port. Cameroon does not require an application form.

We will generate your draft CTN and invoice the same day we receive it. Once we submit it to the authorities for validation it typically takes 24-48 hours for them to release the final validation.

All exporters, freight forwarders, and shippers importing goods into Cameroon are responsible for obtaining the CTN for the consignee’s cargo clearance.
If your cargo shipments arrives in Douala or Kribi, Cameroon without a valid BESC (Electronic Cargo Tracking Note) along with the necessary documents, it will not be cleared by customs. The cargo may be held at the port of Douala until the issuance of a valid Cameroon BESC number is complete, leading to significant clearance delays, demurrage and storage fees charged by the Cameroonian port authorities, or possible fines, penalties or a regulation charge from the customs authorities. In some cases, your cargo could even be refused entry or returned to the country of origin.

Shipments without a validated CTN may face penalties and delays at port. To avoid this, please apply at least 3-5 business days before the vessel’s estimated arrival date.

No. Each shipment must have its own unique Cameroon ECTN BESC (Cargo Tracking Note) number.

A BESC is tied to the specific Bill of Lading, vessel, freight cost, cargo details and additional information for one shipment only.

If you’re shipping multiple containers under different Bills of Lading, you’ll need to apply for a separate BESC certificate for each. However, if multiple containers share one Bill of Lading and are part of a single shipment, only one BESC is required.
